The Expanded Learning Opportunities Program (ELOP) provides funding for afterschool and out of school enrichment programs for SPECIFIC STUDENT POPULATIONS.
Who Qualifies for ELOP?
The Expanded Learning Opportunities Program (ELOP) is designed to support students who benefit most from additional learning time, enrichment, and care outside of regular school hours.
At Irvine Chinese Immersion Academy (ICIA), ELOP is currently offered at no cost to eligible families whose children meet the following criteria:

Qualify for Free or Reduced-Price Meals (FRL):
Based on household income information submitted through the Free and Reduced-Price Meal Application (FRPM), which is reviewed and verified by the state. -
English Learners:
Students identified as needing additional support to become fluent in English. -
Foster Youth or Homeless Students:
Students experiencing housing instability or placed in foster care.

Many state and federal funding programs use the data from FRPM forms to determine how much support a school receives—even if no one eats a single lunch. This includes:
- Academic support services and specialists
- Technology upgrades and classroom resources
- Grants for enrichment, wellness, and language program
Even if your child doesn’t qualify, your completed form helps us paint a clearer picture of our community’s needs—and that influences funding across the board.
