Board Members
Our current Board members is comprised of forward-thinking individuals from diverse professional backgrounds, all unified by a common goal: to provide a transformative educational experience that equips students with the invaluable skill of bilingualism. Their strategic vision, combined with a deep understanding of language acquisition and pedagogy, ensures that Irvine Chinese Immersion Academy stands at the forefront of Chinese language education.
ICIA Board Meetings are typically scheduled on the third Tuesday of each month, with some exceptions. The Board is scheduled to meet at ICIA school site (1 Liberty, Irvine, CA 92620). Meeting Agendas & Minutes are located here: board meetings.

A longtime Irvine resident, Brooke Bui is the Dean of Liberal Arts at Irvine Valley College, where she has served in a variety of leadership roles over the past 15 years. With a background spanning psychology, counseling, and disability services, she is deeply committed to fostering student success and equity in education.
Brooke earned her B.A. in Psychology and Spanish from Macalester College and holds a Ph.D. in Counseling Psychology from the University of Southern California. She has also served as a Learning Disabilities Specialist and trainer for the California Community College Chancellor’s Office, where she helped shape statewide practices to support students with diverse learning needs.
Her contributions have been recognized with awards such as the Celebrating Excellence Award – Administrator from the IVC Foundation and the Professional Recognition Award from the California Association for Postsecondary Education and Disability, as well as earning Manager of the Year in 2025, presented by the President of IVC.
As a board member at ICIA, Brooke brings her passion for student learning, her expertise in higher education leadership, and her dedication to building inclusive academic communities.Contact: bbui@iciacademy.org

Randy Chang has called Irvine home since 1989, when he moved here as a child from Taiwan. He earned his undergraduate degree in Mechanical Engineering from UC Riverside and his law degree from Loyola Law School. He currently practices as a patent attorney at a multinational corporation. Randy is an active member of the community who enjoys being involved in his two daughters’ school activities and volunteering at both of their schools (ICIA and ICIP). He is excited to serve as part of the ICIA community and looks forward to contributing to the continued success of the school.

Yulan Chung is the Executive Director of South Coast Chinese Cultural Center and Principal of Irvine Chinese School. She has been involved in Chinese language and cultural education in the US since 1999. She served as bilingual teacher, administrator, director and chief officer in various educational institutes and schools over the years. Yulan has received many recognitions and awards including City of Irvine Wall of Recognition in 2022, the fifth Overseas Teachers Award of Lifetime Achievement award from Overseas Compatriots Culture and Education Foundation in 2022. Yulan received her MA in Cultural Anthropology from Tsinghua University and completed doctoral courses in Bilingual Education and Multicultural Education at Lesley University.

Dara Mullarkey is a proud K-12 graduate of Irvine public schools as well as Irvine Chinese School. After attending UC Davis, she moved back to Irvine to work for Kingston Technology for over 10 years until the birth of her daughter. In 2015, she spearheaded the mission of the Sun Family Foundation along with her husband and cousin. Today, the Sun Family Foundation supports organizations in Orange County that provide services to underserved individuals and communities. Dara is thrilled to be a part of the ICIA family as a board member as well as a parent of two ICIA students.

A dedicated professional in Irvine since 2008, Victor Chu is a Managing Partner at Chu and Yang Dental, where he serves local families and contributes to the city’s small business community. He earned his Doctor of Dental Surgery degree from the UCLA School of Dentistry (2007) and holds a Bachelor of Science in Psychology from the University of California, San Diego (2003). He has served as Chair of the ICIA School Site Council during the school’s inaugural two years and was recently reelected for a second term. Victor Chu is deeply committed to the long-term success and growth of ICIA. With three children enrolled at the school, he is personally invested in its mission and future. Victor is passionate about supporting ICIA’s expansion and helping build a strong foundation that will allow generations of students to benefit from a high-quality bilingual education.Contact: vchu@iciacademy.org
